PC Hardware not being fully utilized


first of all, let me admit pretty new premiere pro. technical knowledge not new. i've been doing testing new hardware , have found appears not utilized. curious if have misconfigured, or if premiere limitation.

 

my hardware

  • i7-6800k (6 cores/12 threads) @ 4.0ghz [hyperthreading enabled]
  • 16gb of ddr4-3000 ram [dual channel]
  • msi gtx680 w/ 2gb gddr5 memory (somewhat outdated -- know)
  • c:\ drive samsung 850 evo (500gb)
  • g:\ drive (scratch disks , media) -- samsung 950 pro nvme drive (~2.5gbps read/1.5gbps write)
  • d:\ drive seagate 1tb hdd storage
  • z:\ drive 60gb ssd (sata 6gbps)

 

i rendering video shot gopro hero 3 @ 1080p30 , have found 15-20% of cpu used while rendering.

should rendering preview 26 second long video literally lens distortion correction take ~7 minutes render? if so, explain why 15-20% of cpu being used while rendering?

bill gehrke expert on these things, , 'hangs more' on hardware forum here, though typically responds when 'ping' him that.
