Photo Editor Photoshop Elements 14

when attempted launch photo editor in photoshop elements 14 received error "the procedure entry point _crtcreatesymboliclinkw not located in dynamic link library c:windows\system32\msvcp110.dll.".  has worked before , cannot access photo editor.  downloaded program again no success.  how can fix issue?
