Photoshop CC fails even before downloading starts

i updated lightroom today no problem. when click on photoshop cc update in creative cloud app  tells me "update failed - doesn't far downloading.

 

clicking on "learn more" tells me "api-ms-win-crt-runtime-l1-1-0.dll missing" - except isn't.

 

i've tried running "update universal c runtime" adobe error page says, , showing installed in control panel. i've run repair, , says it's successful. i've uninstalled , reinstalled (always rebooting each time), , create cloud app still telling me can't update photoshop cc.

 

so don't know next - ideas?

 

i'm running win7-pro-64, sp1 installed.

Why is os_ViewContainer running?

when open illustrator (cc) opens window os_viewcontainer cannot view or close. shows in taskbar second window illustrator when mousing on ai icon. have tried select no luck. have tried clear using red x, no luck. close when close illustrator. wondering why there , if should concerned. oh, running windows 10. hi ccsachs,   as per query when launch illustrator opens " os_viewcontainer "   i request please share screenshots along below-mentioned details:   exact version of illustrator  graphic card using , when updated last time how performs in safe mode? Animate - problem with duplicating scripts after loop
