Lightroom Mobile downloads full res files, but I still need web access to view them?

i have catalog in lightroom set sync adobe's clouds , lightroom mobile on ipad pro. photos on ipad, , indicates there no changes sync. have option download full res files set. when click on photo, however, dots on cloud appear few (sometimes several) seconds while wait smart preview render. if turn off wi-fi, won't render.

 

what's point of downloading full res images if i'll still have wait app talk cloud? how photos on ipad such can browse through them , rate, reject, etc.?

have enabled offline editing collection?

Why is os_ViewContainer running?

when open illustrator (cc) opens window os_viewcontainer cannot view or close. shows in taskbar second window illustrator when mousing on ai icon. have tried select no luck. have tried clear using red x, no luck. close when close illustrator. wondering why there , if should concerned. oh, running windows 10. hi ccsachs,   as per query when launch illustrator opens " os_viewcontainer "   i request please share screenshots along below-mentioned details:   exact version of illustrator  graphic card using , when updated last time how performs in safe mode? Animate - problem with duplicating scripts after loop
