Updated site and phone breakpoint not working

i updated client's website new fluid breakpoints old phone , tablet versions.

 

i have master pages breakpoints @ 1160, 768 , 380. i've deleted phone , tablet layouts, i've changed site properties fluid max 1160 , min 320.

 

but still desktop version loads on phone.

 

i've built new sites breakpoints , didn't have issues getting things work. first site i've updated old ways new breakpoints, have missed step?

while may not "correct" answer, if haven't is:

1. create new site 3 breakpoints

2. copy , paste content previous website , put in new desktop width "copy position..." other breakpoints.

 

there may old code hanging out somewhere. also, perspective dont want legacy code or characteristics anywhere near new site. 1 reason show site down , google pagespeed pick on that.

 

also, while started desktop breakpoint , world going mobile start everything, literally everything, mobile breakpoints. it's habit start now.

InDesign CC 2015 won't open - plugplugowl.dll

InDesign CC not showing up in Extensions Manager
