Photoshop CC - Is it what I think is?

i apologize in advance if faq, did through posted faq's, read comparison charts, , searched forums. nothing seemed provide answer(s) i'm looking for. decided reach out community. apologize if wrong area post, forum architecture different i've seen , bit confusing me.

 

so question; photoshop cc need if want create , modify images (all types including vectors) advanced professional level tools? have learned on years @ own pace , blood/sweat/tears how build web banners, posters, creative art , text using photoshop elements 4. want take creativity next level , appears cannot purchase standalone photoshop product longer, accept old versions , maybe photoshop cs6 way more can afford. i'm wondering , hoping maybe pcc today's cream of crop i'm hesitant because of low monthly price. pe4 or modernized version of pcs?

 

** last night downloaded trial of corel paint x8 , interface different , confusing , didn't feel right. , version afford trimmed down versions.

ps cc top of line photo editing software. if you're limited ps elements, it's place move. there more can it. mentioned vector work, can in ps, illustrator better that. monthly cost low, good.

InDesign CC 2015 won't open - plugplugowl.dll

Why is os_ViewContainer running?

when open illustrator (cc) opens window os_viewcontainer cannot view or close. shows in taskbar second window illustrator when mousing on ai icon. have tried select no luck. have tried clear using red x, no luck. close when close illustrator. wondering why there , if should concerned. oh, running windows 10. hi ccsachs,   as per query when launch illustrator opens " os_viewcontainer "   i request please share screenshots along below-mentioned details:   exact version of illustrator  graphic card using , when updated last time how performs in safe mode?
