Scanned 8mm film: use Premiere, Photoshop, After Effects, or a combination?

background (cs6)

i've had several reels of 8mm , super 8 film scanned, , because i'm bit fussy, wanted top quality – , meant using lasergraphics scanstation, best scanner 8mm film within price range of home enthusiast.

i asked 2k overscans ensure none of image lost through excessive cropping during scanning process. see image, below, frame 1938 film.

some of scans destined showing on computer – want them good, means want crop close edge of image, retain rounded corners, , mask else. want export cropped image – non-standard size, what's inside crop – quicktime, @ 16 fps or 18 fps depending on film type.

mask in photoshop

i can generate mask in photoshop, apply mask inside premiere, don't know how crop mask when exporting, or how export 16 or 18 fps. i'm unsure combination of software – premiere, photoshop, after effects – appropriate task.

in summary: want output @ non-standard frame rate, cropped non-standard size, rounded corners.

ques 1

can premiere crop export round-corner mask @ exact size of mask? in photoshop generate round-corner selection rectangle, , crop selection. can similar in premiere when exporting quicktime?

ques 2

can premiere export @ 16 fps or 18 fps? think answer no, want sure.

ques 3

in titler, can premiere generate (like can generate in photoshop), fixed-size, round-corner rectangle use mask? when last looked, there several round-corner options in titler, none fixed-size corners.

possible workflow?

i can't work out best workflow, here's 1 thought:

1. generate round-corner mask in photoshop.

2. apply mask in premiere , check okay running through entire film. if not okay, adjust mask in ps , try again.

3. edit film in premiere. export premiere round-corner crop @ 16 fps – if possible. if not possible…

4. … replace after effects composition, , crop , export in after effects.

i don't know how bit yet, assume after effects can export @ frame rate, , allow me crop custom shape. before start looking ae, can ae things?

why need create round corner mask?  have them on image.  maybe misunderstood post.

i dont understand reason workflow.  ie 1.2.3.4 !

what mean  "non standard size" ?

export frame rate determined file , the  "media player"    pal  / ntsc

ie. show 16 fps on?
