Flash Player wont work as non-admin

i have flash player 22.0.0.210 , works me admin normal user has issue websites.  particularly anymeeting.com , internal resource(admin site) uses flash front end.  again user sites wont work or login admin do.  i'm using windows 7 pro x64, in  vdi environment using redirected desktops.  have confirmed not firewall/content filter, not ie reacts same in firefox.  has 1 had same issue?
