hi

(from adobe info guide)

the pantone swatch libraries reside in photoshop use lab representations of pantone ink when printed using spot color plate. when apply swatches objects or duotones in photoshop, photoshop displays color using lab color definitions. if these swatches converted cmyk values when printed, cmyk values vary depending on icc profile chose in print dialog box.

also, search google : photoshop, how match pms color

or see : pantone color pastels_neons_coated 9480 c rgb, hex, ral, hsl, hsv, hsb, json
