How to embed an xml initial data in adobe LC form for dropdown controls.

i want perform poc embed , keep xml data file drop-down values. xml different data xml. have 2 xmls (xml1 & xml2).
xml1 : contains drop down values or initial values controls country drop-down, list of items drop-down. when import xml, see forms filled these initial values in drop-downs. user can select values drop-down, user can override populated of values , user can fill out fields text fields, numeric fields. xml1 required not want hard code drop-down values in drop-downs preferred keep xml can ask admin user update xml without adobe lc designer skill.
xml2: this xml has form data no initial data or drop-down data. xml contains field data user has filed in form selecting either drop-down items or text/numeric fields. data obtained after importing xml1 user can select items drop-down values.
note that, when import xml1, have drop-down values or initial values. when import xml2, have values user has ever filled , exported without drop-down items.
xml1 updated once in while drop down items doesn't added or deleted frequently.
xml2 user data different each users.
i looking solution embed xml1 in adobe lc pdf user see dropdown values in forms whether or not xml2 imported in form.
currently, merging first element of root nodes of both xml achieve solution.
question: there anyway can upload xml1 in form resides there , when user data xml2 imported, dropdowns , other fields selected/filled xml2 data.

with javascript can create mansy data nodes want under xfa.datasets-node.
i'm using method update sets of data in forms without need of editing them in designer again.
here's action acrobat xi or later allows import xmls either under xfa.datasets.data or xfa.datasets.
