Why is PE15 Upgrade almost the same cost (82%) as PE15 Full?


i purchased premiere elements 14 @ uk price of £79.  new build 15 has been released, @ uk price of £79 full version.  upgrade price £63, saving of under 18%.

 

unless there must-have features worth £63, doesn't seem great deal.  of other pro media editing sws use offer more competitive upgrade prices - it's way of keeping in loop.  offer preferential upgrade costs if on recent (ie. fewer versions jumping),  same reason.

 

is adobe missing trick here?  or missing it... new customer, upgrade discount better once launch hype has died down?   or sensible thing wait , value current version upgrade 16 or 17 @ later date when enhancements significant?

i don't know uk, here in less expensive buy non-upgrade version less upgrade version if purchase authorized online reseller or big box store, during holiday sales.
