ColdFusion 11 - Jetty Unresponsive - can't access solr


i can't access coldfusion collections cf admin. went access solr directly through jetty server interface (127.0.0.1:8987/solr/) , screen blank (web page never loads - browser keeps trying load it). looking @ log files, seems ok solr - there no startup issues recorded in jetty log files (it ends stating solr , pdfgservlet loaded , available) or of cf log files.

 

the server windows 2012 r2 box latest patches. cf 11 enterprise latest patch (i rolled patch #3 see if recent cf patch caused issue, no change). 96 gb of ram , xeon processors leads believe isn't resource issue (ram , cpu resources aren't being taxed in slightest). other software on server sql server 2016 web edition.

 

i tried on server same configuration, same problem. tried 3rd server different model xeon processors , sql server 2014 web edition , works on server. doubt sql server 2016 issue. stopped sql 2016 instances , still couldn't connect jetty.

 

i think issue jetty web server , not solr. see nothing in log files shows there issue loading solr. launched solr debugging turned on, provided ton of information, nothing showing errors.

 

any ideas? other jetty issues?
