CF11 Enterprise issue

had issue 3 of our cf11 enterprise servers weekend after reboot of vms. 7 sites down after reboot error of “address in use: jvm_bind” in cf exception.log. servers have multiple instances , each site has database on separate db server. 1 server has 11 customer sites on it, each having database on same database server. of these 11, 4 sites down after reboot. error detail is:

"error","localhost-startstop-1","07/23/16","09:34:19",,"address in use: jvm_bind"

java.net.bindexception: address in use: jvm_bind

               @ java.net.dualstackplainsocketimpl.bind0(native method)

               @ java.net.dualstackplainsocketimpl.socketbind(dualstackplainsocketimpl.java:106)

               @ java.net.abstractplainsocketimpl.bind(abstractplainsocketimpl.java:382)

               @ java.net.plainsocketimpl.bind(plainsocketimpl.java:190)

               @ java.net.serversocket.bind(serversocket.java:375)

               @ java.net.serversocket.<init>(serversocket.java:237)

               @ java.net.serversocket.<init>(serversocket.java:128)

               @ coldfusion.monitor.jetty.server.monitoringserver.portcheck(monitoringserver.java:237)

               @ coldfusion.monitor.jetty.server.monitoringserver.checkifportfree(monitoringserver.java:20 8)

this happened on 2 other cf11 enterprise servers, same error, same scenario (database on different db server).

i cannot find info on caused or can prevent happening again. appreciated.

**edit**

when mention sites down, odd thing cf service running, site in iis running, customer got 500 server error when trying url. not cf admin on server. restart of cf application server service resolved issue.
