Using vectors | how to up- OR downscale my artwork?

i'm beginning use illustrator since 2 weeks now, lot of things still confusing me...

------------------------------

 

i read illustrator uses principle of vectors, keeping quality of document intact regardless of how big/small up- or downscale stuff.

great (in theory), how go scaling 150x150 pixels design 750x750 one... keeping exact same quality??

 

 

* please keep in mind i'm starting, when helping me out on of above questions, detailed explanation if possible.

do want scale on export or in file?

Why is os_ViewContainer running?

when open illustrator (cc) opens window os_viewcontainer cannot view or close. shows in taskbar second window illustrator when mousing on ai icon. have tried select no luck. have tried clear using red x, no luck. close when close illustrator. wondering why there , if should concerned. oh, running windows 10. hi ccsachs,   as per query when launch illustrator opens " os_viewcontainer "   i request please share screenshots along below-mentioned details:   exact version of illustrator  graphic card using , when updated last time how performs in safe mode? Animate - problem with duplicating scripts after loop
