Convert 25fps to insert in a 29.97 timeline without audio and video get unsync

i have project edited in sequence following configurations:

editing mode: ntsc.

timebase: 29,97 fps.

frame size: 720x480 px,

pixel aspect ratio: d1/dv ntsc widescreen (1,21).

display format: 30fps drop-frame timecode.

audio: 48000 hz.

(this dv ntsc widescreen preset have chosen when starting new document)

 

this sequence has 1 hour. need insert video received other people. configuration of video is:

 

type: mpeg movie

file size: 703,5 mb

image size: 1280 x 720

frame rate: 25,00

source audio format: 48000 hz - compressed - stereo

project audio format: 48000 hz - 32 bit floating point - stereo

total duration: 00:11:40:11

pixel aspect ratio: 1,0

(copied clip properties dialog box in premiere pro cs5.5)

 

the problem is: if watch mpeg file in video player windows media player, it's perfect. now, when include clip timeline, audio , video unsyncronized. in case, video delayed , can perceive when people recorded talking in video.

 

i tried use adobe media encoder convert clip format, case trying match 29.97fps , pixel aspect ration timeline (tried avi , mpeg formats) resulting files continue have audio , video unsync.

 

is there advice on how convert video file in format of clip without having problem of audio or video unsyncronized?

how after effects skills?  conform footage of different frame rates , frame sizes in ae prior bringing them premiere pro results. 

 

i write quick step step if that's help.
