"Insert Blank Frame" inserts blank frame but deletes subsequent frames

i'm working on animation using video timeline. have background layer , 1 video layer i'm working on. have frames 1 through 10 drawn on , want add frame between frames 4 , 5. put timeline on frame 4, go layer> video layers> insert blank frame.

 

the result blank frame 5, blank frame 6, 7 ,8 etc. i've tried duplicating frame 4, same result. although, it's worth noting not duplicate frame 4 frame 5. frame 5 still empty.

 

it's inserted blank frames fine in other animations. i'm not sure different in one. ideas? (i'm using cc btw)

what program use? premiere pro? if yes try ask in premiere pro sub forums

Why is os_ViewContainer running?

when open illustrator (cc) opens window os_viewcontainer cannot view or close. shows in taskbar second window illustrator when mousing on ai icon. have tried select no luck. have tried clear using red x, no luck. close when close illustrator. wondering why there , if should concerned. oh, running windows 10. hi ccsachs,   as per query when launch illustrator opens " os_viewcontainer "   i request please share screenshots along below-mentioned details:   exact version of illustrator  graphic card using , when updated last time how performs in safe mode? Animate - problem with duplicating scripts after loop
