Table-like layout (the proper way)

i want find way create table-like layout this:

as can see, example made in word-like application. want make in indesign, don't know best way it.

 

from point of view, there 2 ways, both ugly.

 

the first way use table. understand, may bring problems in future. why? because, think, document not intented large table, , so, there may problems images, nested tables, references , toc. since i'm novice in indesign, i'm not sure, think it's true.

 

another way use anchored frames, auto-resize height of frames. here image. better understandability, colored frames different colors:

the beige , blue frames anchored red frame. (i should note beige , blue frames not inline frames). second red frame anchored first red frame. have 3 frames anchored first red:

- beige frame

- blue frame

- second red frame

 

this second (anchored-based) approach ugly, because:

- have lot of anchored frames (it looks unstable)

- hard insert text (i want insert text blue frame, when click it, text entered red one)

- don't know way make red frame automatically resize it's height match both heights of beige , blue. in other words, if add or remove text beige or blue, next step, must manually (not automatically) change height of red one.

 

maybe know way make such layout without ugliness?

do table. problems expect? indesign tables can nested countless, contain images , design, including used paragraph styles can saved in table, cell , paragraph styles.
