Reader DC Bug: Arrow Keys Disable Hand Tool Drag

platform: windows 7 professional sp1 x64 (may affect others)
possibly relevant settings: view -> page display set "enable scrolling" (the default iirc)
steps reproduce:
1. open pdf document (note: best use multi-page document.)
2. select "hand tool."
3. click , drag on pdf document window move document view. document view move in response mouse movement (depending on zoom level natch.) release mouse button.
4. press "arrow" key (such arrow or down arrow) on keyboard. document view move accordingly expected.
5. repeat step 3 - document view no longer move in response mouse input.
expected behavior:
after using arrow key move document view hand tool should still able move document view without additional steps.
workaround:
1. after hand tool stops working, task-switch other program (such windows explorer) , press arrow key.
2. task-switch reader dc - hand tool correctly move document view.
i have experienced problem on multiple computers.
