Headings tags versus Lists tags for structure

did waste time making tagging changes?

i received legalese pdf document make accessible. word file styled paragraphs headings. headings 1 , 2 short text , headings 3 through 6 typically paragraph of few long sentences. converted document pdf , made few changes (not related headings) , file passed both acrobat's , pac 2 accessibility checkers.

thinking how user might navigate through document headings, changed heading 3 through 6 tags lists. reasoning easier when navigating headings listen to/navigate through top level shorter text. tedious work , not useful. multi-nested lists may harder follow if left paragraphs styled headings. file still passes both checkers.

headings should short, never few sentences, not think wasted time. without seeing document can not offer opinion of whether there better method nested lists.
