Creative Cloud App won't open EVEN with Administrative rights

hi,

 

i haven't had problem before after latest update cannot open creative cloud app. see in task manager running , can open adobe software cannot open creative cloud app itself.

 

i have windows 8.1 , full administrative rights on computer.

 

any ideas?
